Duncan Blake is Deputy Chair of the Australasian Centre for Space Governance and a Lecturer in Military and Space Law and Strategy at UNSW Canberra. He is also the founding convenor and Deputy Chair of WRegSAT – the annual Workshop series on the Regulation of Space Activities and Technologies – Australia’s dedicated inter-disciplinary, cross-sector annual research program examining how Australia should regulate its evolving space activities and what role Australia should play in shaping international space governance.

A former full-time RAAF Legal Officer with over 30 years of service, Duncan’s research and practice spans international space law, military space operations, and the design of regulatory frameworks for emerging space activities. He also initiated the MILAMOS and Woomera Manual projects clarifying the application of law to military space activities. He is a member of the Space in National Security (SpiNS) committee of the Space Industry Association of Australia, and a Fellow of the International Academy of Astronautics.

WRegSAT is built on three simple convictions: space activities and technologies are moving faster than the legal frameworks applicable to them, those legal frameworks need to evolve, and we need to collaborate across the Australian space sector to do that. At the 19th Australian Space Forum, Duncan will deliver the public release of the WRegSAT Series I Foundations Paper – the first comprehensive, independent research assessment of Australia’s space regulatory framework, and a call to make governance an enabler of what Australian actors can achieve in space.
